Did not get stimulus refund due to oweing IRS

Stimulus refunds are to given to tax payers as a jump start for the economy.

Many people may owe the IRS, in which will not receive a refund. This will not allow those people to be part of economic stimulus, which is not understandable. The stimulus refund due to the economy should be given to everyone that file 2007 taxes and if a person owes the IRS he/she should still get the stimulus refund. But thats not happening. So is the Stimulus Refund for every tax payer as a jump start for the economy? The answer is NO.

Stimulus Check Scam

I received the scam email that was suppose to be from the IRS. I did not open the email because I know the IRS does not send these types of emails.
