It All Starts With Small Business

Other studies show that despite woeful economic conditions, small and midmarket companies are still looking to take on new staff. As more businesses outsource work they used to do in-house, new opportunities will open up for smaller companies and employment growth will start with small business. It happens in almost every cycle.

It makes good fiscal sense

I've been practicing this srategy for years. As a business owner, I outsource my taxes and accounting to a CPA for a fraction of the cost of an employee to perform the task. My clients enjoy the same benefits when they hire me as an advertising consultant and media buyer: they get an expert on-demand, who gets paid by the job, which saves them a bundle.

This article is about outsourcing, not offshoring. The two are different, despite some overlap. In the context of this article, an example could be a small business outsourcing payroll processing and benefit administration to a local firm specializing in such services. The small business may not have the resources to hire a full time expert or manage this non-core activity with existing staff. The outsourced benefits firm has the volume crime multiple clients to operate efficiently and negotiate better rates with providers. Their expertise from specialization is also valuable. This arrangement does not necessarily nor likely include offshoring of jobs.

So the writer thinks "cost-saving measures like outsourcing may be in order." Why doesn't US News start with him and pay some guy from India $9 an hour to do it.
