I have found that in cases where I am asking for a budget to fund a project or to obtain capital equipment, I always provide and present a business case to the stakeholders prior to all signoffs.

I find that getting pre-approval even if not required speeds up things... Just remember when you send in for final approval to send the pre-approval in addition to let them know you already did your homework.
