The only problem with that is that politicians could very easily end up adding enough "more dough" in inefficient ways to wipe out a big chunk of the gains from trade, much the same way that Congress always seems to spend double the increased revenues from supply side tax cuts and then blame the tax cuts for the resulting deficits. Not an insurmountable issue, but one to keep in mind.
