It is simply a matter of time before they catch this guy. Human biengs are creatures of habit, and so they tend to continue similar patterns until they are eventually caught. This man is obviously a sexual deviant who is addicted to this anti-social behaviour. Therefore, since he tends to show no variation in his patterns and the police have a clear description, it is evident that his time as a free man is relatively short.
