The property owners are not only those within the expansion zone, but those nearby who fear being priced out of the neighborhood when the area becomes a hot college town. The Manhattanville area of West Harlem is larger than just Columbia's expansion area and, as you should know, Manhattan itself is much larger than either.

Think of when NYU moved into the East Village.

"A number of Manhattan property owners"? Five of the remaining seven parcels are owned by one man, and the other two by a married couple. The phrase "a number of" implies that the number is a lot more than three.
