West Virginia Looks to Use Scholarships as Leverage Against Drinkers

West Virginia's state Senate is considering a bill that would strip state financial aid from students who received two or more alcohol-related citations, the Daily Athenaeum reports. And if you're rich enough that you don't need scholarships, feel free to toast your good fortune.
