Several groups of prepubescent boys have reportedly been assaulting and harassing University of Pennsylvania students and staff, leaving "people at fear when they see little children," reports the Daily Pennsylvanian.
Police say the culprits range in age from 9 to 13. Two suspects have been arrested, but police are stepping up patrols to locate more members of the mischievous roving bands. Police have even launched covert operations to battle the tormentors, whatever that means.
Without the ability to infiltrate elementary school gangs, the university has done its part by sending out an alert that warned students to beware of the boys and to walk in groups at night. That alert, however, has many upset because it didn't come until 10 days after the first assault and robbery. —Jackie Mantey
