Theses are criminals should NOT be getting discounted anything as they are NOT Citizens of any state or this Nation.
Instate tuition is for citizens of the STATE and you cannot be a citizen of state without being a legal resident or U.S. Citizen regardless of RACE.

Why should illegals get preference over US Citizens?
Lets make the costs the same for all in each instution.
As that will impact the budget of the states, we should increase the tuition for all to match the cost of running the institution.
