How can there be this much variation between 2007 and 2006? Test results do not change that rapidly in only 1 year. Some of these are 30+ point swings in the index scores. I think you need to rethink the methodology.

Having schools drop from Gold to Honorable shows an obvious flaw. It would make sense if a school dropped from Gold to Silver or Bronze.
