why we do economic analysis of a new business

It's very difficult for me to believe that there is a good correlation between economic diversity and the percentage of Pell grants. I'm a faculty at the University of New Mexico, where we have a Lotery Scholarship which pays for most of the costs associated with going to UNM. Could this not also play a role in UNM not appearing in your list?
