I'm not sure of institutions of higher education should be held accountable for the success/failure of their students. Look, if a college student is not performing well, then parents can say, "sorry charlie, you're not going back this semester, I didn't take out a second mortgage for you to drink your way through college and get Cs." That's what happened in my family...I'm more concerned with how many recent graduates are employed in 3 months, 6 months, and even a yr after graduating. But even there, there's no one-size fits all. If you're a liberal arts student looking for a publishing job in NYC, you're going to be looking for a long time. It's not the school's fault you're in an over-saturated job market.
Colleges may be there to teach us, but really if we choose to waste our parents' money and not go to class and pull all-nighters resulting in sub-par work and achievement, it's not the colleges fault. Now on the other hand, if the students are federally funded, they should be held to a higher standard as far as achievement is concerned and to some extent we are.
