Because these scores come from experts in the field, they tell you a couple things about each institution: 1. reputation of faculty, 2. groundbreaking research, 3. research facilities, 4. funding--probably in that order. Whenever something groundbreaking gets published in those big scientific journals, people notice where the article came from.
