"Tirana" University of Albania, which is still affordable, can teach the number theory for life.

Well, Budapest the capital of Hungary has the highest concentration of Nobel Prize winners per capita. This Anglo-Saxon centric mania shining through this so called "ranking" is utterly sad and narrow minded. We live in the XXI century!

As for The Person wanting to study algebraic number theory I would reccomend The Elte University in Budapest. It has some of the best mathematicians in the world.

I find it extremely hard to believe that no schools from, say, Spain, Italy, Poland, Russia, Greece, or Portugal can compete with your top 30 British and European Universities. Maybe you should try to better cover your British-centric bias and include some universities outside of the United Kingdom in your top 5.
