Moonshiner not Bootlegger

A moonshiner is the craftsman who makes untaxed whiskey. A bootlegger, who does not make the product, is someone who purveys "legal" alcoholic beverages in areas where the sale is banned or who obtains them "legally" from a wholesaler and resells them without paying the appropriate taxes. Bootleggers also purvey products produced by moonshiners. Senator Harkin's "hint" was to moonshining, not bootlegging.
