Alternative
And it's less expensive overall too! There is less expenditure on infrastructure, transportation, administration, and free lunches.
Solution
Here's a partial solution. Create an online K-12 public school system that allows students to study at home. Then blend it with the brick and mortar schools to allow students to study online some or all their classes either at home or at school. Allow kids to work at their optimum pace so they are less likely to be bored or lost. Over 1 million US students are online now (my 2 16-year old boys included). It's great, they love it, they have access to twice the local curriculum, they get more sleep in the morning because they don't have to be on the bus 2 hours each day, they aren't exposed to drugs, alcohol, or violence, and the teachers are state certified and most have Masters degrees. Harvard predicts half of all HS students in the US will get part or all their education online by 2019. It's time has come.
