Morning Buzz: Sept. 13, 2007

President Bush will address the nation tonight in an 18-minute speech from the Oval Office in which he's expected to promise that the extra combat troops sent to Iraq for the surge will come home next year if conditions allow.

Success in the Anbar province of Iraq has been highly touted by the Bush administration and military officials. But the most prominent figure in the Sunni revolt against al Qaeda in Iraq was killed earlier today in a roadside bomb. Abdul-Sattar Abu Risha was leader of the Anbar Awakening and was killed alongside his two bodyguards. No group has yet claimed responsibility for the blast.

Hurricane Humberto crashed into southeast Texas this morning, with high winds that caused widespread power outages.
