This morning's top stories:

  • The White House is wasting no time trying to find a replacement to head the World Bank after President Paul Wolfowitz announced his resignation yesterday.
  • Israel struck a Hamas target in the Gaza Strip yesterday after several rockets were fired into Israeli territory, threatening the fragile cease-fire from last summer's confrontation.
  • Scientists so far have been unable to lure two whales out of a shipping channel in Sacramento, Calif., back to the ocean and are now crafting a new strategy.
  • James Dobson, a leader of the Christian right, has said he will not support Rudy Giuliani in either the primary or the general election, dealing a blow to the former New York City mayor's attempts to downplay his less conservative stance on abortion and other social issues.
