Iraq Elections a Great Step Toward Turning Illusion to Promise

Since American surge reversed the blood bath, Iraqis have taken their nation back

envoy Richard Holbrooke has as daunting a task in diplomacy as Petraeus has in deployment of his forces.

From Iraq, though, we have learned that we have to complement our forces with people trained in the protection of the population—nonlethal countermeasures to avoid collateral damage and to handle looting, rioting, crime, civilian disturbances, and local law enforcement. Otherwise, we might win the battles but lose the wider war.

It will require patience and fortitude from the American people—and from our European allies on the ground. In this, we might all remember how long it took for the Marshall Plan to transform Europe.
