Speaker of the House Nancy Pelosi, a California Democrat, told CNN that President George W. Bush was "a total failure" and that he had lost "all credibility with the American people on the economy, on the war, on energy, you name the subject." White House spokeswoman Dana Perino said that Pelosi was frustrated by the Congress's inability to pass any spending bills. Who is correct? Is Bush a "total failure?"
