Why the United States and Russia Want a New Strategic Nuclear Weapons Treaty

The soon-to-expire, Cold War-era START 1 treaty set the basis for cuts in nuclear arsenals

Posted March 26, 2009

The first-ever meeting next week between President Obama and Russian President Dmitry Medvedev will likely "give a big boost" to bilateral efforts to develop a successor agreement to the landmark START I nuclear arms control accord, which expires this December, a senior U.S. official tells U.S. News. "We have quite a tight timeline," says the official.

The two presidents are expected to discuss the structure of further, more detailed discussions to draw up the new accord. The effort is considered critical because START I through its verification provisions underpin later, deeper cuts in nuclear arsenals that were agreed to by both sides.

The administration official says that the leaders would likely issue a joint statement on post-START principles, as well as broader principles for advancing the U.S.-Russian relationship. The meeting—in London on April 1 on the sidelines of the Group of 20 economic summit—is not expected to produce "deliverables" in terms of finished accords; that is likely to be left for the two leaders' first full bilateral summit sometime in the future.

The London meeting is expected to last something more than an hour, but it is viewed with importance by the Obama administration. "There's a lot we can get done together," the official says, noting Russia's role in diplomatic efforts and/or practical logistics on such issues as supplying allied forces in Afghanistan and dealing with the nuclear programs of Iran and North Korea.

Encouraging a full revival of NATO-Russian relations also will come up in the discussion.

More broadly, the official says that the Obama-Medvedev conversation would try to set the stage for correcting a problem from the recent past: Presidential-level meetings have been generally good, but they often did not lead to the intended improvement in relations. "What we haven't had is good kind of follow-through," the official says.

re: side note

What you have wrote is nothing but a lie. No Catholic priest can do this what you have described because then such a priest would damn his soul.

Pope Pius XII protected and saved many Jews in Rome from deportation to Nazi death camps. Good movie about this is by Gregory Peck "The Scarlet and the Black".

Hitler hated the Church and Pius XII condemned all systems of socialism, which includes also National Socialism. What you advocate here is nothing but communist propaganda.

If you do not know the true Church Teaching and want to talk about it, not having [as a Jew you say you are] the grace of God to do this, then you will not see this.

Since I did explain this truth to you before and you are still remaining where you are, then there is nothing more I can do for you.

There is no such thing as separation of the Church and State. God [our Lord Jesus Christ] has instituted one Church [Catholic Church] only to teach, govern, sanctify and save all men.

You are either part of this true and only one Church [Catholic means universal - open for everybody who accepts the true and Divinely guided teaching] or you will be as you Jewish ancestors who crucified our Lord on Calvary because they were obstinate in the truth He was teaching and practicing.

He [our Lord] is the Truth. Either you follow what He says [one Church, not 500 sects and infidel groups etc.] or you don't.

There is no connection between Nazism and the Catholic Church. If you say there is, you are spreading around only communist propaganda and nothing else.

THE PUPPET PARADE

RUSSIA LOVES DEALING WITH OBAMA BECAUSE THEY KNOW HE IS A CLUELESS PUPPET IN INTERNATIONAL AFFAIRS.. He wrote a nuclear bill with senator Lugar that allowed Russia to sell nuclear material the US had paid them to get rid of and sold it to Iran..It was a win win for Russia..They got paid twice...

Russia

I have lived there. Never, NEVER trust a Russian They will never tell the truth and considering that they are NOT a country governed by the "rule of law" and do not honor contracts IN their country why would anybody expect them to honor ANY agreements between countries especially if it could affect nayional security
