Too Simple a Solution you say?
Since they (third world) have balked at offers of food because some contain GMOs'.- why not airlift a few thousand tons of condoms & then the WHO can provide the "culture specific" instuction for each village ? The problems of crop failure ,tribalism & lack of infrastucture are exacerbated by overpopulation. Given our budgetary constraints (reduced foreign aid) for the forseeable future ,the lobbying by some affected countries to renegotiate if not elliminate their interest/debt payments ,a relatively simple coures of action such as this would help break the cycle.It's that or have the stage set for another well intended attempt (Somalia) that goes wrong unexpectedly.

Is thier any data out thier showing Canada's and European Union's immediate benefits to switching to a cash based approach. How much have they saved, what were they able to spend it on or how many more were they able to help.
