Constitutional changes proposed by Venezuelan President Hugo Chávez, which would have permitted him to run indefinitely for re-election, narrowly failed at the polls, producing a mixed reaction among foes and supporters. The measures were voted down by 51 to 49 percent. This was Chávez's first electoral defeat, leading some U.S. officials to believe that Venezuelans are wary of their leader's having unchecked power.
